(AP) — An effort to modernize state oversight of a thriving petroleum industry in the nation's No. 2 state for oil production advanced past its first committee vetting Thursday at the New Mexico Legislature. The bill also would give regulators greater authority over applications to transfer ownership of wells that often change hands when oil and natural gas output declines. The Democratic-led Legislature and governor are being sued over alleged failures to meet constitutional provisions for protecting against oil and gas pollution, as fed-up residents living near oil wells and environmental groups turn to the judiciary for relief. Voting against the bill, Republican state Rep. Hong Kong CNN —The chairman and CEO of Chinese video game live-streaming platform DouYu has been arrested, becoming the latest business leader to run afoul of authorities in the world’s second largest economy. DouYu (DOYU) said in a regulatory filing Tuesday that its chief, Chen Shaojie, had been arrested by police in the southwestern city of Chengdu on or around November 16. State-run news agency Xinhua cited the statement as confirmation that the DouYu executive had been arrested. Sweeping crackdownChen is one of the latest high-flying executives in China to come under scrutiny by authorities. Chen founded DouYu and quickly built it into one of China’s most valuable startups.

Kenya's President William Ruto called the treaty “the first domino” in a shift away from plastic pollution. The U.N. Intergovernmental Negotiating Committee on Plastic Pollution is charged with developing the first international, legally binding treaty on plastic pollution on land and at sea. Kenya is a global leader in fighting plastic pollution, and in 2017, the country banned the manufacture, sale and use of single-use plastic bags. Nonetheless, he said, it is evident that negotiations have moved beyond plastic waste and into addressing plastic production and toxic chemicals used to make plastic. “The focus is on ending plastic pollution, not plastic production," he said.

Mr. Ross, who like Ms. Blunt is British, was whooping it up with his guest about lavish food portions in the New World, joking that “you can see why so many of our American friends are enormous.” Ms. Blunt joined in with her account of the meal at Chili’s—“the girl that was serving me was enormous”—without specifying which outpost in the nationwide chain she patronized.

Her name jumps out because 112 days earlier she signed a letter with other major stars urging a strike at a moment when a planarian might have noticed the union’s leverage was at low ebb thanks to the collapse of cable subscribership, streaming losses and the decline of movie-going. Nanny Defarge, aka Fran Drescher , the union boss, saw the light, however, and began out-mau-mauing the letter signers. Until that moment, she had insisted talks with the studios were making “exceptional progress.” Even the New York Times now says her sudden adoption of blood-curdling rhetoric has been an obstacle to a deal.
